Free Consulting Proposal & SOW Template
Consulting engagements fail at the edges: fuzzy deliverables, unlimited revisions, and 'while you're here' requests. A consulting proposal is really a scope-of-work document wearing a sales hat — this template does both jobs.
What a winning consultant proposal includes
1.Situation & Objectives
The client's problem in their own words, then the measurable outcome of the engagement. If you can't state the objective measurably, the engagement isn't scoped yet.
2.Approach & Methodology
Phases with what happens in each — discovery, analysis, recommendations, implementation support. This is where expertise shows; keep it specific to their situation, not boilerplate.
3.Deliverables
Concrete artifacts: reports, workshops, migration plans, dashboards. Each with a format and a delivery point. 'Ongoing advice' is not a deliverable — it's scope creep pre-authorized.
4.Timeline & Client Responsibilities
Your milestones AND what you need from them (data access, stakeholder time, decisions by date). Client delays are the #1 cause of consulting overruns — make their obligations contractual.
5.Investment
Fixed fee per phase beats hourly for defined work. State what's included (two revision rounds, weekly check-ins) and the rate for work beyond scope.
6.Terms
IP ownership, confidentiality, payment schedule, termination notice. For solo consultants these five lines prevent the five most common disputes.

Generate My Proposal — FreePricing tips for consultants
- ✓Anchor with value, not hours: a pricing analysis that saves a client $100K is not a $4K project because it took you a week.
- ✓Offer two options (core engagement vs. core + implementation support) — option pricing shifts the question from 'yes/no' to 'which'.
- ✓Bill the first phase up front. Consultants who start work before payment train clients to pay late.
Frequently asked questions
How long should a consulting proposal be?
2–4 pages. Long enough to show you understood the problem, short enough that a decision-maker reads it in one sitting. Past five pages you're writing the deliverable for free.
Should I include a detailed methodology in my proposal?
Show the phases and what each produces, not the full playbook. Enough detail to demonstrate competence; not enough that they can run it without you.
Proposal vs. statement of work — do I need both?
For small engagements, one document does both: sell on page one, scope on pages two and three, signature on the last. That's exactly how this template is structured.
